About‘Overcoming National Crisis Campaign: Protecting This Country’
The tensions surrounding present Japan in East Asia is very strained with situations like the 2010 Senkaku boat collision incident, bombardment of Yeonpyeong, South Korea done by North Korea, etc. Japan is now in a situation where it cannot protect its peace with the article 9 of the Constitution, where it denies the maintenance of having war weapons and the right of belligerency.
Happiness Realization Party has been emphasizing the amendment of the Constitution in order to protect people’s life, safety, and property since the formation of this political party. However, starting with Senkaku incident to China’s expansion of the military force, the nuclear weapons of North Korea, the crisis of the nation is so close that we cannot protect the country if we just wait for the amendment of the Constitution.
In order to protect this country, Happiness Realization Party hereby suggests changing the interpretation of Article 9 and saying that we are not going to apply Article 9 to those countries that are breaking peace. Also, we claim that the government must protect people’s life, safety, and property by approving to exercise the right of self-defense on the global standard to the countries breaking peace and strengthening our deterrent force.
The true purpose of the Constitution is to ‘protect the people.’ Also, there is a concept of ‘amendment in interpretation’ applied in the Constitution. This is an idea to make the Constitution flexible; we can change or amend the meaning of the concept when there is a gap between the normative content and the present situation. This is how the Self-Defense Forces has been constitutional.
To begin with, there is a statement in the present preamble of the Constitution stating ‘trusting in the justice and faith of the peace-loving peoples of the world’ But as long as there are countries in which we cannot trust, the change of the interpretation of the Article 9 of the Constitution is indispensable and this should be a right alteration which aligns with the legislation of protecting the people.
If the change of the interpretation of Article 9 of the Constitution does not go through under the philosophy of postwar peace believers, including Prime Minister Kan and former Chief Secretary Cabinet Sengoku, the people are going to be stranded to wait for their death.
Therefore, Happiness Realization Party is going to conduct an ‘Overcoming National Crisis Campaign: Protecting This Country’ from February 11th (National Foundation Day) to May 3rd (Constitution Memorial Day). We are starting a petition on the idea that Article 9 of the Constitution does not apply to China and North Korea.
Our branch managers running for the members of parliament are conducting a simultaneous campaign all over Japan on National Foundation Day, which is tomorrow February 11th. We would like all of your support.
